Consequent upon the implementation opf 6th CPC pay scale and grade pay the Loco Inspectors who had joined prior to 01.01.06 stand to lose heavily as explained below:-
The pay fixation for Loco Pilots joined during January 2006 to September 2008 as Loco Inspector has been done with multiplier factor of 2.118 but in the case those LIs who had joined prior to 01.01.06, the fixation has been granted applying 1.86 multplier factor.
Those Loco Pilots joined as LI after 01.01.06 were granted pay fixation as stated (a) above with 30% add on pay element.
An illustration in respect of pay fixation given vide Annexure to this letter.
The difference of pay between LIs of pre 01.01.06 and post 01.01.06 is to the time of Rs.10000/- thus the LIs who are senior by 10 years draw less salary of Rs.10000/- than their Juniors joined after 01.01.06.
It would therefore be necessary to remedy the injustice without delay. The NFIR suggested the following:-
Basic pay of those LI is promoted from Loco Pilot cadre prior to 01.01.06 should be re-fixing applying 2.118 multiplier factor and adding 30% element thereon (i.e., basic pay need to be worked out as on 01.01.06 notionally as a Loco Pilot and fixing the basic pay as LP on 01.01.06 with a multiplying factor of 2.118 and then basic pay of LO to e reworked out duly adding 30% pay element)
Grade pay of Loco Inspector be enhanced from Rs.4600 to Rs.5400 in PB-3 .
The LIs when perform counseling DAR/HQ should be granted kilometerage allowance at 160 kms.
Addl. Allowance of Rs.1000 may be granted to LIs on par with LP/Mail for ensuring relativity.
NFIR also requests that the issue be dealt in the Joint Committee on priority basis as this item is already listed in the joint note of Federations sent to convener of the Committee on 19.12.09.

Authority: Railway Board lr.No. E(P&A)II/83/RS/10(ii), dt.25.11.92. (RBE No. 96/92). PAY FIXATION FOR LOCO INSPECTOR The extant provisions of fixation by adding an element of 30% of basic pay in running category would continue to be applicable. However, a running staff initially posted as Power Controller and later shifted as Loco Inspector will get this benefit only once. However, vide Railway Board’s lr.No. E(P&A) II-83/RS/10, dt.09.01.1998, Power controllers are separated from running supervisors. By this it is clear that Board decided to keep the emoluments of Loco Inspectors 30 % higher to Loco Pilots. WORKING ALLOWANCES: 1. The Loco Inspectors shall be paid: a. A kilometrage allowance for actual kilometrage travelled on foot plate while employed on foot plate duties indicated in Rule 1514. Above kilometrage allowance shall be paid at the rates specified from time to time for these categories of staff. b. An allowance in lieu of kilometrage (ALK) at the rate of 160 kms per day while employed on other than foot plate outside their headquarters beyond a radius of 8 kms. 2. No other special allowance shall be admissible unless specified sanctioned by Railway Board. RETIREMENT BENEFITS FOR LOCO INSPECTORS For the purpose of pensionery benefits, the basic pay shall also include, with effect from 01.01.1993, an add-on element of 30% of basic pay in the case of Loco Inspectors. The benefit of add-on element to basic pay shall not be admissible for any purpose other than computation of pensionery benefits.
FACTORS AFFECTED IN DROPPAGE OF EMOLUMENTS OF LOCO INSPECTORS OVER LOCO PILOTS AFTER 6th CPC 1. No difference in the grades of Loco Pilots & Loco Inspectors. 2. Mere difference of only Rs. 400 in grade pay between loco pilots and Loco Inspectors. 3. 30% Pay element to Loco Pilots even after fixing their pay with multiplication factor of 2.118 4. Additional Pay of Rs. 1000 and DA on it to Loco Pilots. 5. Less average mileage to Loco Inspector as compared to Loco Pilot. 6. Additional allowances like leave allowance, HQrs allowance, etc. to Loco Pilots. DIFFERENCE IN THE GRADES BETWEEN LOCO PILOTS & LOCO INSPECTORS in 6th CPC The post of Loco Inspector has been kept always above Loco Pilots right from 1st CPC to 5th CPC and substantial difference in grades is maintained as shown below:

In 6th CPC, the feeder cadre (loco pilots) and Loco Inspectors are placed in same pay band of Rs. 9300-34800. Therefore the difference of grades (30 % minimum) maintained till 5th CPC between Loco Inspector & Loco Pilot is vanished.

Being a Loco Inspector, I want to present 10 COMMANDMENTS in front of all my running staff especially for Loco Inspectors who are presented here:
1.Prime duty of Loco Inspector is to always to make a competent Loco Pilot in all respects.Competent means --- Good knowledge in technical & safety aspects with good driving skills etc.
2.Reading of weakness of Loco Pilot is one area which requires additional efforts and try to eliminate the same by adopting different methodology in counselling.
3.Improving human touch with Loco Pilots will develop good relations in understanding their day-to-day problems.
4.Visit their families atleast once in a month and understand and advise which helps in making the relations more strong.
5.Create tension-less and fear-less environment with your Loco Pilots so that they always work the train freely with NIL case of incidences.
6.Irregular working timings makes Running Staff in not attending his financial needs like getting sanctioned of school fees reimbursements, PF loans, etc., try to follow up these things and see the results how they become hardcore fans to every Loco Inspector.
7.Do not skip monitoring / counselling as per the schedules laid down.Do not allow them to talk even about alcoholism which damages not only his financial situation but also his valuable god gifted health.
8.Always practical demonstration followed by theory of any subject would make the man most perfect.Confirm yourself that your Loco Pilot has understood subject confidently if not, do not leave away in that situation.
9.Always update their knowledge in regard to latest valuable safety circulars, technical circulars, etc., on various technical / safety aspects.Confirm yourself they understood clearly without any doubt.
10.The role of Asst Loco Pilot is need to be scanned in day-to-day train operations.The recent incidences of passing signal at Danger could have been avoided or such cases can be eliminated ifAsst. Loco pilots would have acted in time like applying of emergency brake etc.Making habitual of repeating of signals & caution orders etc., loudly with Asst. Loco Pilot & Loco pilot would make them more alert and active especially during night time.

A preliminary meeting was held on 24.11.08 on this subject with committee of Adivsors/Railway Board (Electrical, Finance, Mechanical and IR). Out come of the meeting is yet to be known, soon the information is available, it would be informed through site.
Railway Board has decided to propose Initial and Refresher courses for Loco Inspectors which was not under implementation so far. A committee has been constituted with CELE/SER(Convener), CELE/SCR, CELE/NCR & CELE/CR. In connection view and suggestions of S.C.Rly are as below:.

INTRODUCTION
The problem of filling up the posts of Loco Running Supervisors on account of dropage in emoluments as Loco Running Supervisors from Loco Pilots (Goods/Pass/Exp) has been studied by committee during year 1992 and certain decisions were taken and implemented from 1st Jan’1993 (Ref:- Rly.Bd’s lr.No. E(P&A)II/83/RS-10(iv), dt.25.11.1992- placed at Annexure-I). There after no such review has been taken place except change in the selection process of CCC/CTLC/CPRC which was done in year 1998 (Ref:-Rly.Bd’s lr.No.E(P&A)II-83/RS/10, dt.09.01.1998 – placed at Annexure -II) where the posts of CCC/CTLC/CPRC has been separated from Loco Running Supervisors duly filling up these posts by calling volunteers from running staff for three years tenure. Thus, Loco Running supervisors will consist of only Loco Inspectors. As long as Loco Pilots are working as CCC/CTLC/CPRC, they would enjoy the all the benefits as applicable to Loco Pilots and after completion of three years tenure, they would be repatriated to parent cadre i.e., Loco Pilots.
In case of Loco Inspectors, they would be selected through a selection process consisting of written test from those Loco Pilots who are having three years actual foot plate experience. Once Loco Pilot is selected as Loco Inspector he could not go back to his parent cadre i.e., Loco Pilot till retirement.
DUTIES OF LOCO INSPECTOR
Prime duty of Loco Inspector is to monitor and councel the running staff to improve their driving skills and performance on various aspects. Loco Inspectors have to perform most of their duty on Loco Foot Plate with running staff during day/night. They also need to carry out investigations of various accidents, unusuals conducting field trails, D&AR enquires etc., which are addition to the foot plate inspections. Brief duties of LIs is given below (Ref:- Rly.Bd’s lr.No. E(P&A)II/83/RS-10(iv), dt.25.11.1992- placed at Annexure-I)
The duties of Loco Inspector (Electric Traction) are summarized as under:
(I) INSPECTION:
Foot plate inspection during day and night to check abnormalities on line and rectification of the same through concerned departments.
Inspection of running room allotted to him regarding facilities available for running staff.
To conduct ambush checks in automatic signaling territory to see whether the drivers are following relevant rules as laid down in GR and SR book.
Surprise inspection of out pits, crew booking offices, including breathalyzer equipment for proper functioning and usage and to check that proper procedure is followed.
Inspect locomotive allotted to him particularly in regard to safety items including proper functioning of flasher lights etc. and take necessary action to get the defects attended to by the home or out station shed as convenient.>/li>
Check wastage, spillage, misuse or pilferage of lubricating oil/grease etc.
Joint checking of emergency telephone sets provided on electric locos with supervisors of S&T departments.
Periodic checking of driver’s personal equipment and stores.
II) FIELD WORK (ON LINE)
Plan out in advance and train drivers and other running staff to ‘learn the road’ and become fully familiar with all the signal, specially auto-signaling sections and layout of the track, en-route and in yards; test the running staff for their knowledge of road and arrange for issue of competency certificate to them.
Train running staff in the correct methods of troubleshooting, correct manner of operation of electric locomotives, inspection of locomotives in accordance with the prescribed instructions and observance of safe working rules. Train running staff about new modifications carried out in electric loco circulatory which affect sequence and method of trouble shooting.
Carryout load, speed check intersection running time, braking distance, signal visibility checks (joint inspection with S&Tdepartment), riding quality checks of locomotives, test staff of other departments as prescribed for their knowledge of rules applicable to operation of electric locos for reporting to Sr.DEE/DEE/AEE (RS-O) if any irregularities are noticed.
To conduct vacuum / air brake application test of the new drivers after training.
To train drivers of poor caliber allotted to him by giving intensive training online and in exceptional cases when a person fails to make the grade, submit reports to Sr.DEE(RS-O).
Conduct trails for energy conservations, wheel flange lubrication of new stock, modifications, heavy haul trains with maintenance staff.
To improve driving skill of drivers by adopting latest methods of energy conservations.
Foot plating Mail/Express trains to make up lost time (to the maximum permissible limits) due to loco defects or other account.
Conducting punctuality drives to ensure punctual running of Mail/Express and slow passenger trains and counsel drivers to make up time without violating maximum permissible speed.
To arrange issue of competency certificate to running staff for working in automatic signaling sections after giving them one day intensive training and after testing their knowledge.
Test check the correctness of the speedometers on the run and arrange for attention to defective speedometer by the shed staff as required.
Arrange timely renewal of speedometer charts and sending of speedometers.
Scrutiny speedometers charts removed from locomotives and report to superiors, if any over speeding or other irregularities are noticed. 100 percent scrutiny of SPM charts from Mail/Express and passenger trains and 25 percent of charts from goods trains should be carried out.
Escort VIP and other important / special trains.
Carryout any special drives and trials as directed head quarters / division.
Maintain records in respect of running staff allotted to his control indicating the training imparted, refresher and promotional courses gone through, knowledge of safety rules, knowledge of trouble shooting procedures etc.
Make a review of trouble shooting carried out by each driver and impart necessary guidance if any incorrect procedure or irregularity is brought to light.
To associate training school and ensure the trouble shooting aspects that are taught in the classes are relevant to the existing problems; education of running staff regarding locomanship – loco failures and breakdowns.
(III) FIELD WORK (WITH RESPECT TO MAINTENANCE SHED)
Monitoring faulty equipment prone to failure and consuming mole lubricating oil and their follow up with sheds.
To check maintenance aspects of relays (including their proper sealings), contractors, rotating switches and other equipments for proper and trouble free working. Conduct water protection and fire prevention measures in electric locos.
Coordinate with maintenance staff to give proper attention of the safety fittings on the locomotives.
Maker joint check of loco failures, loco met with accident, brake power of trains losing time etc.
Maintain records for the locomotives allotted to him in respect of inspections, defects developing from time to time and report to superiors as required.
To conduct / coordinate fact-finding enquiries for DAR investigate cases of accidents involving electric locos, loco failures, train parting, over shooting of signals or breach of block rules.
Check and eliminate cases of unnecessary detention to locomotive and crews in loco sheds and in traffic yards before and after working trains.
(IV) GENERAL:
To prepare efficient and effective links for Mail/Express trains for electric locos and drivers getting maximum utilization of assets without violating adjudicator’s award. Scrutinize power plan, passenger links, crew links and time table before and after publication of time table for their corrections.
Attending electric loco failures, safety and statistics meetings in headquarters/division, issuing guidelines to the drivers for improving reliability, safety and maximum utilization of locos.
Ensure headquarters/Railway Board’s statements pertaining to electric locos performance, stalling cases etc. are submitted in time.
Watch over implementation of ’10 hour’ Rule to running staff.
Close contact with power controllers/CTLC to deal with day to day electrical and crew problems connected with train operation.
Conducting group discussions with running staff for tackling the constraints faced by other staff and finding their solutions.
EXISTING SELECTION PROCESS OF LOCO INSPECTORS
(Ref:- Rly.Bd’s lr.No. E(P&A)II/83/RS-10(iv), dt.25.11.1992- Para 3.4, placed at Annexure-I)
Loco Pilots (Mail/Exp), Loco Pilots (Pass) & Loco Pilots(Goods) are eligible to appear for the written examination to the post of Loco Inspector. However, in case of Loco Pilots (Goods), he should have minimum 3 years actual foot plate experience to become eligible for writing the examination. Conducting vive-voce has been dispensed during year 2003 (Ref:- Rly.Bd’s lr.No. (NG)I/2000/PM-I/4, dt.07.08.2003). After selection as JLI, they would be promoted as LI. Once selected as Loco Inspector, he can’t go back to foot plate duties as Loco Pilot.
ALLOWANCES AND RETIREMENT BENEFITS FOR LOCO INSPECTORS

The Loco Inspectors, irrespective of their grade, shall be credited with actual foot plate duties as indicated in the Rule 1514 of Indian Railway Establishment Code, as amended by Advance Correction slip No. 21 and paid Running Allowance accordingly at the rate to be notified from time to time and as applicable to Loco Pilot (Mail/Exp).
The Loco Inspectors shall be given an allowance in lieu of Kilometerage (ALK) at the rate of 160 kilometers per day for other than foot plate duties performed by them outside their headquarters beyond a radius of 8 kilometers.
For the purpose of pensionary benefits, the basic pay shall also include an add-on element of 30% of basic pay in the case of Loco Inspectors. The benefit of add-on element to basic pay shall not be admissible for any purpose other than computation of pensionary benefits.
Except above, no any allowance is applicable to Loco Inspector.

Comparative allowances between Loco Pilot & Loco Inspectors
The post of Loco Inspector has been kept always above the feeder post of i.e., Loco Pilot right from 1st CPC to 5th CPC and substantial difference in the grades is maintained as shown below:
Now in 6th CPC, grades of Loco Inspectors (Rs. 6500-10500 & Rs. 7450-11500) are merged and placed in PB-2 of Rs.9300-34800 with grade pay of Rs. 4600 and the feeder category for Loco Inspector i.e. Loco Pilots of grade (Rs.5000-8000, 5500-9000, 6000-9800) are also placed in PB-2 of Rs. 9300-34800 with grade pay of Rs. 4200 with additional pay of Rs. 500 & 1000 with DA for LP (Pass) & LP (Mail) respectively.
This means the Loco Pilots and Loco Inspectors are placed in the same pay band with grade pay Rs.4200 for Loco Pilots plus Rs.1000 as special pay and Rs. 4600 for Loco Inspectors. With the inclusion of special pay of Rs.1000, the grade pay would become Rs.5200 for Loco Pilots (Since DA also taken into consideration for special pay) where as Loco Inspectors grade pay is Rs.4600 i..e, less by Rs.600.

Observations:- Salary of Loco Inspector is 10.37 % higher than that of Loco Pilot (M/Exp) before 6th CPC where as it became 1.25 % lesser than Loco Pilot after 6th CPC.
After working as Loco Inspector for 12 years his emoluments became lesser than Loco Pilot.
The emoluments of Loco Inspector will decrease further in every 6 months whenever DA increases.

SUGGESTIONS FOR IMPROVING THE EMOLUMENTS COMPARED TO LOCO PILOTS.
1. After selection as Loco Inspector from Loco Pilot, while fixing the basic pay 30% pay element is taken into consideration i.e., the difference of basic pay between Loco Pilot and Loco Inspector shall be 30%. This was ensured in earlier pay commissions. Whereas in 6th CPC this was ignored and there is difference of only Rs.400 i.e., 2.96%.
2. The multiplying factor for fixing up the new basic pay in 6th CPC for Loco Pilots it was taken as 2.118 where as for a Loco Inspectors it is 1.86. This has made huge gap in emoluments of Loco Pilots and Loco Inspectors.
3. If Loco Inspectors basic is also fixed with multiplying factor of 2.118, the emoluments would become atleast equal with Loco Pilots.
4. To maintain the pay element gap between Loco Pilot and Loco Inspector the grade pay of Loco Inspector shall be enhanced from Rs.4600 to 5400 in same PB-2.
5. Basically Loco Inspectors are from loco running staff cadre i.e., from Loco Pilots. The duties are not only equal to the Loco Pilots but also more with higher responsibilities without any reward. Hence all the allowances applicable to running staff shall also be admissible to Loco Inspectors. In a nut shell Loco Inspectors shall also be treated as running staff.
6. Special pay or risk allowance to Loco Pilots(Mail/Exp) is one of the attractive allowance in 6th CPC. Hence no Loco Pilot may opt to become Loco Inspector in future. Therefore to attract Loco Pilots as Loco Inspectors same allowance of Rs. 1000 may also be extended to Loco Inspectors.
7. There is no prescribed mileage allowance or any kind of allowances if a Loco Inspector is performing duties other than foot plate duties such as duty at counseling of staff at lobbies/running room, yard monitoring, break down duties and LI Hqrs etc. Hence it is suggested that 160 kms per day mileage allowance may be given for LI while working duties other than foot plate.
Suggestions in selection process from Loco Pilot to Loco Inspector.
1. Since one of the primary functions of Loco Inspectors is counseling of Loco Pilots, communication skills are very important for the job of Loco Inspectors. However, according to latest Railway Board’s instructions issued vide letter No.(NG)I/2000/PM1/4, dt.07.08.03, now Loco Inspectors are selected only on the basis of a written examination, deleting the provision of viva-voce. Therefore, there is no provision in the selection process to test the communication skills of a Loco Inspector. It is suggested that viva-voce may be re-introduced, along with written examination for selection to the post of Loco Inspectors, which will enable testing their communication skills also.
2. Counseling / educating and improving driving skills for Loco Pilots by Loco Inspectors would come through experience gained in the course of their previous tenure as Loco Pilot. Hence it is necessary to select senior most drivers especially from the category of Mail/Exp/Pass. In case no senior Loco Pilots is willing to opt Loco Inspector then Loco Pilot (Goods) with minimum 5 years actual foot plate experience shall only be considered. In the present scenario lot of highly qualified / educated running staff are available who are very keen to shoulder the responsibilities of Loco Inspectors. Hence it is necessary that the emoluments may be modified accordingly to make the post of Loco Inspector more attractive.
SUGGESTIONS IN IMPARTING VARIOUS TRAININGS TO LOCO INSPECTORS.
1. There are no prescribed guidelines for training after becoming Loco Inspector from Loco Pilot. However, few railways are being adopting their own training modules. For example, Central Railway is conducting initial training course for Loco Inspectors immediately after becoming Loco Inspector from Loco Pilot and also refresher course for every three years. These courses are being conducted at ZRTI /BSL. Similarly on S.C.Rly refresher course after every three years being conducted for Loco Inspectors at ETTC/BZA.
2. As Loco Inspectors category is most important and vital link between running staff and administration, it is necessary to impart various training modules from time to time to update their knowledge who in turn can counsel and educate running staff. All these training courses shall be made mandatory and modules need to be issued from Railway Board.
OTHER POINTS for CONSIDERATION
Enhancement in Grades:
In sixth CPC, there are many categories which are upgraded from Rs. 6500-10500 to Rs. 7500-12000 as shown in below table and subsequently revised their pay, where as the most important and frontline loco inspectors in grade Rs. 6500-10500 & Rs. 7450-11500 are deprived of all such benefits.

Grade Pay:
Motor man is equivalent to Passenger Loco Pilot in Indian Railway and is directly recruited in grade Rs.9300-34800 with grade pay of Rs.4200. As per ACP scheme of 6th CPC he will get grade pay of Rs. 4600 in 10th year, Rs.4800 in 20th year and Rs.5400 in 30th year.
Loco Inspector is the top most in the cadre of Running Staff and they are the supervisors for all categories of Running staff, therefore the grade pay of LIs shall be more than that of any Running staff and shall be above the grade pay of Motor Man i.e. Rs.6600.
Multiplication factor in 6th CPC:
Assume that the existing Loco Inspector was continued as Loco Pilot and promoted as Loco Inspector after 01.01.2006, then the pay fixation would be as under:
Basic pay as LP Mail on 01.01.06 - Rs.7520
Revised pay - Rs.15930 (7520 x 2.118)
Grade pay - Rs. 4200
Revised basic - Rs. 20130 (15930+4200)
After promotion as LI 30 % pay element of Rs. 20130 - Rs. 6039
One increment @ 3 % - Rs.604
Revised basic pay as LI after 6th CPC - Rs. 26773 (20130+6039+604)
Multiplication factor - 26773 / 9475 = 2.83 (9475 basic of existing LI on 1.1.06)
Therefore, the Multiplication factor for the Loco Inspectors, who were selected prior to 6th, 5th & 4th CPC shall be of 2.83 to avoid the disparity among the Senior and Junior Loco Inspectors.
